Here is my Official set of rules:

Tights are not pants, but if you can’t see underwear through the fabric, then they are leggings, not tights, in which case it is acceptable to wear them WITH OR WITHOUT coverage from a skirt, dress or long sweater. But since they are 100% body clinging you need to be shaped perfectly or else you need to cover up whatever bits you may have that are not model-esque.
